You charged me 4 times for shipping on a product that didn't get paid for yet !!!! What the heck

Your Pitney shipping company has charged my card every single time I tried to pay for a product on eBay. It kept coming back insufficient funds yet your company has charged my card 4!!!!?! Times for shipping over 25 dollars!+! And no way to contact people and complain? Absolutely thieves!
