If you go to your Purchase History and find the item, look at the Payment and Shipping terms specified by the seller. Generally, sellers can set whatever handling time they like (up to a certain point) and must then hope the buyer is patient enough to wait if it is set to an exceptional amount of time like, say, 15 days. It's always a good idea to check that before you make the purchase if you need your order fast. 

 

But if your question stems from a concern that you have paid and it's not shipped, and you are worried that either it won't ship or that when it finally does, it might be too late, that's sort of another matter. May I ask the nature of your concern? If you submit payment a month ago and still have no notice of shipment or tracking, it's certainly time to contact your seller and consider opening an Item Not Received Case. You MUST open one within 45 calendar days of payment or your potential loss and/or refund will not be covered by paypal. Don't be persuaded to wait past day 40 (just to be safe) no matter what the seller tries to sweet-talk you with.

(That is assuming you are the buyer and not a potential seller. If you're considering getting into selling, ebay has some wonderful how-to-sell-guides on the site. They provide great advice on setting handling time and meeting buyer expectations.)

If a seller does not ship within 7 days of cleared payment, he loses his eBay Seller Protection.Most sellers ship within one or two days of payment, and eBay gives them certain perks for doing so.

 

If you do not receive your item within 20 days of payment (because its mail order, and delivery takes time) send ONE email to the seller asking for the date and service used for shipping. Also ask for the tracking number, although it is useless to buyers. Tracking numbers are confirmation that something was sent, that's all.

If the answer is unsatisfactory, or if 30 days have passed open an Item Not Received Dispute in the Resolution Centre. If the seller does not refund you promptly, Paypal will and go after him for the money. There are other penalties if this happens, but you get your money back.

 

The deadline is 45 days, but don't wait that long.
