as long as they have no fluid no flint you can safely send that item being its air mail they may check,i have sent such lighters to the usa as well as japan and have not had any problemo,just as long as its a collector item and it dont work..Had one guy open a snaid on me because i didnt include the flint in the lighter which he he was well aware of but very ignorant.
