bought good as a guest now not able to track?

Hello, I have purchased a good as guest. But i didn't recieved it yet and not even able to track.

I have purchased it on 19 July, 2015, track id HR21PYQQ whenever i tried to track it showed critical error have occured.

Tracking is not what you need now.

Go to the Resolution Centre at the bottom of this page and open an Item Not Received dispute.

You have already tried to contact the seller so don't bother with that step.

Sorry -- as a guest you should  go to Paypal and open the Dispute in their Resolution Centre.

If the seller cannot prove delivery , PP will force him to refund.

Are you sure that's the tracking number? It looks more like a portion of the paypal transaction ID.
