buyer did not pay shipping how do i re bill him?

I had international shipping price in descriptions but paypal billed him $0.00 he is willing to pay but how do i bill him for it.

Hi .. Correct is to refund the buyer's payment using the refund link in details buyers payment and then send an invoice for the correct amount. In sending an invoice , do not use recalculate. Add shipping cost , preview for correct and send.

Cost added to description means nothing. Must be in shipping and handling when listing , flat rate or calculated.
