can a seller cancel an item and then resell the same item. I won the bid but he said it was sold out

I bid on an item but when i won or shortley before he cancelled. then he reloaded  this item as new stock is this allowed

Shortly before or after the auction ended??

If it was before then the seller can cancel all bids.

There is nothing showing up that you won in the last 30 days.
