eBay delisted item and the seller, but didn't tell me

I got fleeced by a fraudster.  eBay delisted the item and the seller, but eBay didn't advise.me.  The item didn't arrive within 45 days, and eBay won't let me claim on the item.  Shouldn't eBay have alerted all users who bought from the fraudster?  And then you try to connect eBay, and there's no phone number and no way to report the matter, because the 45 day deadline is passed.  eBay knew it was a scam, but didn't tell me.  Why not?  If I don't get a resolution to this, I will never use eBay again.

Thanks for listening.

Could you do a chargeback on your credit card, if used ?

Go to the credit card you actually paid from. Paypal is only them mediator, keeping your financial information private.

Phone the 1-800 number on the card or your latest invoice and ask about a chargeback.

Have your dates, payments and transaction numbers handy for the clerk to process your refund.
