Who pays the interest on my credit card from the fraudulent charges incurred when my account was hacked? Paypal notified me that it will take up to 30 days to reimburse me, so who pays the interest??

Your credit card?

To avoid interest charges on your credit card, I suggest you pay the balance in full before due date.  How much was the fraudulent transaction charge to your credit card?  Why not call them and request a chargeback as "unauthorized charge'?
