Is this an Item-Not-Received ? 
eBay limit: 30 days after last estimated arrival date.
PayPal limit: 180 days after purchase date

If your purchase is no longer in your Purchase History, go to your Paypal account.

If you need to open an Item Not Received Dispute after the eBay deadline, the PP Resolution Centre is under Tools at the top of your PP account page.

All of your purchases back to 2015 are in your Purchase History under My eBay - choose the drop-down menu for items purchased more than 60 days ago.
