i paid for a pair of shorts and got an email saying it was paid for then a week later i get an email saying it wasnt paid for but my money wasnt returned and i did not get any shorts

Does your Paypal balance show the payment?

Contact the seller with the PP transaction number and tell her the email address attached to the transaction. The money may have been sent to an obsolete address.
