It is a service provided by Ebay. I ship the item to their shipping center then they ship it to you. They are responsible for the international shipping. Please contact Ebay Global shipping Customer service and I'm sure they will take of this issue for you............. now how i contact ebay global shipping i already open case on paypal,

Hi .. i'm not aware of any way to contact. The process is to file not received as normal . The problem is the tracking #. Showing delivered , PayPal will likely reject your claim.

Have you checked with Post Office , neighbours, other family etc.
