They want import charges on an item which is DUTY FREE into Canada ! Who gets this money? I can only guess that a third party pockets it !!!

Duty free does not equal GST HST /PST free. Those taxes are still collected on items that are "Duty Free"

Import fees may be charged on any import valued over $20Cdn (~$16USD).

The courier (or Canada Post) remits the duty and sales taxes collected to the Canadian government. They keep the service fee (sometimes called import fee, customs brokerage fee, or various other terms).

To answer your question, "Who gets this money?", the answer is EBAY and the SELLER. The seller gets most of it, and ebay takes their small percentage.
