His email ID is closed or his ebay ID is listed as Not A Registered User? If the seller is NARU, always mention that in your claim.
You obviously know how to start a claim, but unfortunately you can't open one big claim for one big purchase. You have to file a claim for each and every little item, even if you bought 100 of them.
