I've never seen this happen before but I've just been sent a link so that I could purchase my item at an off eBay PayPal site where you don't sign in to an account. Who do I report this **bleep** to? The item he's trying to get me to send him the money for is $700.00 including the shipping. He is a wholesaler for wheels and tires.
