Are you the buyer? 

Sellers can include or forbid people who live in certain countries.  Sometimes, a seller will not want to ship outside his own country.  Sellers have the right to decide this.

If you want to bid on an item overseas, perhaps the seller has blocked you.  That means he does not ship to Canada.

If you are unable to "Ask a question" from the listing page, it means the seller has blocked questions from all these other countries.

On the right side of the listing page is the phrase "Other item info".  There is the phrase "Ships to".  Does it say "Worldwide"?

If the seller does not ship to Canada, you will have to find another seller.
