questionable bid retraction

I was bidding on an item and there was one hour left and a user placed a bid and then retracted it.  the user then got to see my max bid and didn't intend on bidding.  isn't this a violation of eBay's policies?  I looked at the bidder on the bids page and the user has 0 feedback and 13 bid retractions.  isn't this a form of shill bidding?

It certainly sounds suspicious.

Were all 13 bid retractions with the same seller? If so I would be reporting both IDs to eBay.

If they were all over the place, you just met a jerk.
