Make sure you return the defective item to the seller with delivery confirmation. Then if the seller doesn't refund you after receiving the item,you can open an item not as described dispute through PayPal. Add the delivery confirmation number to the dispute and you should get a full refund of your original payment,including the original shipping fee as soon as PayPal verifies that the seller has indeed received the returned item. Remember,you only have 45 days from the time you paid to open the PayPal dispute,don't let this time limit expire.

Hello 'harold',

First thing to do when there is a problem is contact the seller.  Explain the problem, and see where to go from there.  If the seller is no help to you, you will need to return the item with Delivery Confirmation.  If you send it back cheap-o mail he may say it never arrived and there will be nothing you can do about it.  The following link explains all about how to deal with item problems, including a link to the Resolution Center, - scroll down to Section 4, the part where it tells of items that don't match the seller's description:
