This is not the proper way ebay works- seller has a ebay store

Both listings clearly state:

Shipping: May not ship to Canada

The seller may have multiples of the item and received new stock after cancelling his 'out of stock' listing.

Or he may not have understood how to Revise a listing which had an error (like a too low opening price).

In any case, he doesn't want you or any other Canadian bidders, so the problem is irrelevant.
