Hello,
I purchased an item from a seller. paid the amount, and he/she cancelled because he/she made an error in shipping.
He/she refunded the amount. He/she emailed me and Oh sorry, he made a mistake. Is this fair

You are allowed to leave feedback and Detailed Seller Ratings. The most effective feedback is calm and factual. "Refunded because shipping underestimated. Not happy." might cover it.
The Detailed Seller Ratings are more important. A normal transaction should be Five Stars. The lowest Rating is ONE star. If a seller's DSRs drop below 4.3, his ability to list and sell on eBay is severely restricted.
