shipping fees when returning an item

Yes and no.

Yes - In an Item Not As Described Dispute, eBay usually specifies that the seller is responsible for providing a Return Shipping Label to the buyer. This means the buyer does not have to pay for the return shipping.

The buyer is responsible for returning the item to the seller before the refund is processed,

NO- because there is no way to send a shipping label to a buyer in another country. Just not possible.'

So first contact your seller and get permission to return the item and let her know how much it will cost.

Then return the item (if that is the agreement).

Use TRACKING.

The seller should on receipt of the parcel refund your original payment through PP's refund and the return shipping as agreed through PPs Send Money service.

Keep it polite. This all depends on good will.
