the seller posted a set shipping rate on a used item and after I won auction added another charge?

I purchased a used item today. The seller had a fixed shipping charge for international purchase. When I went to check out they had added another import charge for more than the shipping amount. That charge never showed in the listing. I contacted them and they said they had never shipped Internationally before and Ebay had made the mistake. They asked me to agree to cancel the transation. I find all of this hard to believe since they have sold over 2000 items based on their feedback.  How should I proceed?

Was it the import charge on the

 

GIORGIO ARMANI Women's Jacket

 

If so it was shown in the listing.

 

If you don't want to pay it agree to the cancelation request.

 

Your seller was using the Global Shipping Program where taxes and customs fees are paid up front rather than at the time of delivery.
