Why is there a time limit to respond to negative feedback? I didn't know there was bad feedback left for me and now it is too late for me to show my response that the buyer did not look at the full set of pictures to know exactly what he was paying for. Is there any way to insert my reply at this point so other buyers know the full story?

Remember that future customers will read your response and judge you more than your unhappy customer.
Keep your Response calm and factual. " No contact before neg left. Refunds on return available.' Makes you look helpful and her grouchy.

You can contact the buyer and ask them if would consider
revising the negative feedback they left you.
