I'm not too sure, but I think all North American/Intercontinental transactions are done in USD. When I order something from overseas, I still pay it in CAN $, paypal then converts it to the sellers denominational amount.

Most canadian sellers list in US dollars and have shipping to the US to have access to their big market. Fees could then to USD to avoid conversion.
