What if bank reversed payment with paypal in bank because their was not enough funds to cover all of purchase when it with through and item was all ready shipped can buyer replace funds.

Did the buyer pay with an e-cheque? Those take several business days to clear; the seller is not supposed to ship until they do. I've never heard of this happening before because most buyers either use a credit card when they pay through paypal or have a credit card on file.

You're not asking this question as the seller unless the item was sold from another ID. 

 

You can send the money again via Paypal.

You do not say if you are the buyer or the seller in this instance.  No matter, it doesn't really change the answer.  

 

If there is a problem with payment because there was insufficient funds, this would have been an impediment to shipping.  The seller is not supposed to ship the item until paypal says it is okay to do so.  The situation you describe is not that unusual, - insufficient funds.  But most sellers know enough to wait for the 'green light' before setting off to the mailbox.

 

So the item is on its way.  Therefore the buyer needs to put the money back into the buyer's paypal account, and from there use the Send Money link to repay the seller.  

The seller cannot force the buyer to reimburse the payment, but anything less than honest behaviour is tantamount to thievery.  So yes, the buyer most certainly can and should replace the funds, -- and quickly!
