What was the last estimated date for delivery you were given by eBay?
If that date has passed, you have 30 days to open an Item Not Received (INR) dispute in the Resolution Centre at the bottom of this page.
The dispute encourages you to Contact the Seller. This is a suggestion, not a command. All you want from him is a tracking number that shows your purchase is in transit.
Well, actually, what you want from him is a refund. Just don't get into a conversation.
If he cannot show delivery (not shipping, delivery) you will be refunded.
If the 30 days have passed you have forfeited your rights under eBay's Money Back Guarantee.
BUT
Paypal still allows and INR dispute for 180 days from PAYMENT.
The PP Resolution Centre is at the top of your PP account page under Tools.
The system is basically the same.
If he cannot show delivery (not shipping, delivery) you will be refunded.
If you did not pay by PP, you might be covered by the chargeback provisions of the credit card you used to pay. Card policies differ. Call the 1-800 number on the back of the card or on your monthly invoice.
BTW use that order. If you start with the card, neither PP nor eBay will entertain an appeal. If you start with PP, eBay will not entertain an appeal.
