I order the skinmate shark oil to the seller and then I email the seller it's because the item is not yet arrived...when I check again the seller and the item in the history they all gone...I already paid the item..but the seller is already deactivate here account...I want to refund my money...I already download the item....

You have 30 days after the latest estimated delivery date to file a claim on ebay so it is too late to file a claim  on ebay. How did you pay? If you paid through Paypal, you can sign into Paypal and file an item not received claim there. You have up to 180 days after the purchase to do so.  If you paid with a credit card you can contact your credit card company and ask them to do a chargeback.
