The change will only effect Canadian and US dollar conversions (currently 3.5% when buying), all other currencies are already at the 4% minimum.
If you have money with paypal, you can save by converting currency between paypal balances (CA/US rate of 3%) first before you buy. Instead of having paypal do the currency conversion when you buy. Save up to 1%
Warning: Make sure to pay from the correct paypal currency balance.
