July 2019 amendment to the PayPal Account User Agreement for Buyers

If PayPal performs a currency conversion for your purchase, and the purchase is refunded at a later date, PayPal will perform a currency conversion for the refund at the transaction exchange rate (including our currency conversion fee) in effect on the date of the refund.

A good change.

No more buying outside Canada at one exchange rate and have a refund come back at a different rate/value.

I misread, a bad change -- for buyers when the Canadian exchange rate rises. Less Canadian money refunded.

To avoid: move your Canadian funds to the other PayPal currency balance before purchasing. Any refund will then be made back to that balance.
