I have returned two items, which have been received by teh seller who has accepted the returns. Now the eller says eBay will refund my money whike eBay says that seller should have refunded the money, who will refund? and how to contact eBay for this

You don't want the subcontractors on the phone, you want the employees who type their messages.

Usually a smart seller will refund promptly and voluntarily.

If they don't, eBay will refund the complainant, and then go after the seller for their money. Not refunding promptly can mean the seller is restricted in the number and value of their listings, pays higher fees, or even has their selling account closed.

Start by telling them your location.  The reps are American and may be confused by differences in national rules and laws.

On the screenshot there is a return details link. What does it say when you click on it?
