Seller did not send to my correct address. The seller received SCAM feedbacks recently...

I ordered an expensive CPU from Ebay from a THEN well-rated seller (after I bought the CPU, people started giving him SCAM feedbacks of the same CPU I bought, saying that they were sent rocks and fake items) and the seller shipped it through Royal Mail to Canada, where I'm at.

 

Royal Mail now states that the package was incorrect addressed. I have used the address I assigned in PayPal for dozens of past orders which have all delivered correctly to my address. Only this time Royal Mail claims that it is an incorrect address and now says it is being sent back to the sender. I want a full refund since I didn't receive the package and this screams a shady scam. Oddly enough, Ebay states the item is "delivered" but in their tracking status, it does not show the correct status of the package and Royal Mail tracking says otherwise. What do I do?
