Weird eBay glitch that renders me unable to pay for a best offered listing

Seller accepted my Best Offer and when I went to pay with either Paypal or CC, it was accepted but the status was stuck at pending.

Then 5 minutes later, I received an email from ebay titled "Action required: Your payment needs to be resent".

I went back to check on the status on ebay and it got reverted back to "Pay Now". 

I tried to submit payment 5 other times they all got reverted. 

When I contacted bank, they said it is not an balance issue because the transaction(sssss) were approved, but eBay refunded the transactions everytime. 

I've talked to ebay support twice and said it is a technical glitch and asked me to try again tomorrow. 

I'm wondering if anyone have experienced this payment issue?

When you "talked" to eBay was it on the phone to a subcontractor or did you Chat with an employee at one of these?
