Just called Paypal. Apparently as of approximately May 12, 2018 Paypal has started to charge an extra 1.0 % to any cross-border transactions. The buyer is advised of the additional 1.0 % but as per Paypal most would ignore that message and the charge would get passed on to the seller. Paypal said we should have a message about this increase but in looking at my Paypal account was not able to find anything to that affect. I have asked them to resend to me.  Will pass on as soon as I receive. Was also told I should try to pass this on to buyers. Adding more fees is really not feasible. When you click on Paypal fees in their website it does not mention this fee increase as far as I can tell. Have suggested it be shown in the transaction detail. He was going to pass that on to their higher powers.

This is the email I just received from Paypal. According to the email it appears the fee is actually higher to add to this new confusion.

 

Cross border fees are applied to international personal payments and purchase payments. Cross border fees are paid by either the sender or recipient of the payment, not both. Cross border fees are charged due to the extra costs involved in processing multi-currency payments.

International Personal Payments:

  • If you send money using PayPal balance or your bank account and introducing a new flat fee of $2.99 or $4.99 per transaction depending on the recipient’s country.  
  • If you send money using your credit card, debit card, or PayPal credit you will be charged the new flat fee per transaction depending on the recipient’s country + 2.9% of the transaction amount + a fixed fee based on the currency.

International Purchase Payments:

  • If you receive an international payment for a purchase, you’re charged a standard fee of 4.4% plus an additional fixed fee. The fixed fee is based on the currency of the payment.
  • It’s free to send payments for your purchases, even for some international payments. Some fees may be applied if PayPal performs a currency conversion to complete your transaction. And your financial institution may charge fees directly to the card you use to fund a cross-border payment even where no currency conversion is involved.

Huh?

The grammar of that statement makes it incomprehensible.

Is it possible they mean "and we are introducing a new flat fee"?

Curious to know if anyone else received/saw a notice about that increase? I can't find anything. Just another example of how we as Canadian sellers are being penalized. As for when the new payment service kicks in, does anyone have an idea how the payment fees will compare to Paypal?

The 4.4% has been standard for dotCOM registered sellers, but I'm not sure that it isn't new for the rest of the world.

It would be nice to see a chart of the 'fixed fees' since that might help some sellers decide what countries they want to Block.

This isn't new, PayPal has had this in place for quite a long time. The 2.9 can vary depending on where and how the payment originates. In past years I've found this information buried somewhere within PayPal's terms of service. Since there's nothing that could be done about it other than to not sell internationally, I never worried too much about it.

Just guessing here but the very highest rates may have something to do with exchanging some of the minor currencies that can have a lot of volatility. Then too PayPal does not operate in all countries, in those cases there may be an additional "middleman" adding cost.

You are likely aware of this now but want to clear up confusion for anyone ne else.  

Part of that email they sent you is for Americans only. The top part is the same for us but that is for when using the friends and family send feature.  The bottom part under purchase payments is for American sellers.

 

We have always (as long as I can remember) paid 3.9% to PayPal for transactions outside of the US and Canada.  They raised the rate to 3.7% a while ago.

If you click on fees at the bottom of your PP account page there is a list of the fees however they are in the other countries currency so the cost in $C could vary day by day.
