Coupon does not apply to auction-style listings or purchases made through the Best Offer feature.

what the heck is it for, if not auction or BIN ?

Best offer is not the same as BIN.

 

So BIN only (buyer does not made an offer).

the BIN listings I'm looking at also have the Offer button

EBay has two kinds of listings.

Auctions and the much more popular Fixed Price.

Fixed Price listings are about 85% of all listings.

Buy It Now is an option on the dying Auction format, which allows sellers to bypass the unpopular Auction in favour of the better selling Fixed Price, while still hoping for a runaway auction. The BIN option usually disappears with the first bid in an Auction.

 

EBay really hasn't been an auction site (except in antiques and collectibles) for over a decade.

 

You can't combine a 10% discount with a Best Offer- which is also a discount.

BIN on an auction is usually higher than the opening bid. The attraction is faster and more certain purchase.

 

Your 10% discount is good on FIXED PRICE listings, which are different than the Buy It Now option, although even eBay sloppily conflates them sometimes.
