item lost due to covid

I have an item from Russia that never got here, the seller has shipped it but it got lost in the mail..

Due to the international crisis of the covid19 i was patient and waited and waited but it never came.

Now of course ebay or paypal wont let me easily make a claim because the "Timeline" of the ebay money back guaranteed is expired.. .


What can i doabout the situation?

PayPal allows claims for up to 180 days after payment.  Has it been longer than that?   Have you notified the seller that it has t arrived?  It’s possible they might refund on their own.

Also if you use a credit card to back your PP account, you may be able to open a chargeback there.
