seller says Item was wrong price

I just bought an item off a seller and they now said the price was wrong and if I want the item I must pay more (it was listed in a buy it now). They said they would refund me and when I asked to be refunded they said their Paypal wasn't working and said I must wait to get acrefund. My question is what should I do next as I think the seller is acting fradulent?

tell the seller to cancel the transaction, your refund will come right away, as long as the seller has money is their account.. i believe you can still leave feedback, just explain, the seller demanded more money. 

You can call ebay, but i don't figure they will be much help. if the seller is adamant they sold it too cheaply, then it is best to cancel the transaction, and get your money back..

If the seller will not cancel, you will have to wait until you can open an Item Not Received dispute in the Resolution Centre at the bottom of this page.

It's pretty straightforward, and does not require human intervention.
