Are all the items from the same seller?
If yes, many sellers do combine shipping, and often the cost to ship one item is the same as shipping many. I can ship ten postcards for the same price as one, for example.
If not, it's probably a glitch. Each seller sets her own shipping cost and those cannot be combined.
