I did this today for a British customer because I had forgotten to add my International Shipping and Handling fee. Without that, eBay could not send the customer an automatic invoice.
I indicate that I ship worldwide.
However, it could be that your seller did not have an S&H fee for Canada because he does not want Canadian customers.
So, probably he will, but he may not and in fact, he could Report you as an unwanted customer.
Was there an S&H noted for Canada? Did you, before bidding, ask what that would be?
If the seller did not send you a fee, and did not indicate that he would sell internationally, he can, you may be surprised to learn, either ignore your request or charge you whatever fee he feels is necessary. And eBay will stand behind him.
