The seller didn't cancel his account. That takes months because; financial obligations.
EBay cancelled the account, usually for nefarious behaviour.
It is possible that your item will arrive.
Look at the seller's feedback. Is there much chatter about non-delivery?
You can open an Item Not Received Dispute in the Resolution Centre at the bottom of this page, for up to 30 days after the last estimated date of delivery.
The first suggestion is to contact the seller. You can't do that, so just escalate to a Claim.
Say that the seller is Not A Registered User (NARU). This moves things faster.
If you cannot open an eBay Dispute, go instead to Paypal.
The PP Resolution Centre is at the top of your account page under Tools.
Basically the same system, but you have up to 180 days after payment to open the Dispute.
And if you didn't use PP, you can go to the credit card you used and phone the 1-800 number on the back of the card about a chargeback.
The safest method of paying, btw, is PP backed with a credit card. You get all three Buyer Protections working for you and payments go through instantly.
