HST on top of EIS shipping charges?

I bought something used from the USA and it was shipped via Ebay International Shipping.  I can understand being charged HST on the value of the item (though used), but also being charged HST on the shipping cost just doesn't seem right.   I can maybe understand paying it on the portion that covers the cost of moving the item in Canada once it crosses the border, but not on the entire amount.  What gives, is this gouging correct?

The gst/hst is a service charge so it is on the full amount that you pay.  I've bought from non ebay stores that used couriers who charge tax on delivery.  In those cases I paid gst on the entire shipping charge so eBay is only doing what is required by Canada customs.

To summarize, if any part of the transportation service is in Canada, then the whole thing is subject to GST/HST. Unless the seller is a non-resident of Canada and is not doing business in Canada. In our case, Ebay is doing business in Canada.
