The seller can refund before you close the case.

So either they are inexperienced or they are trying to scam you.

FIRST you get the refund

If he is really confused, tell him to go to Paypal and use the Send Money service.

THEN you can close the case or let it run out.

If you close the case, he will have no reason to refund you and you will have no way to re-open it.
