How can I open a case after 180 days have passed?

Hello. I have bought these 3 phones from a Chinese Ebay store but customs in my country returned them which is proved by a tracking number that shows they have been returned to original destination. But the seller keeps telling me that they have not received the package yet.Since it passed 180 days to use Ebay resolution center, I am not able to do anything. plus the item is shown as returned. What should I do now? The store's name in Ebay is fashion-electronic. Item Id: 271788848310. Tracking number: rp308946929sg (singapour postal)

Do you back your Paypal account with a credit card?

Go to the 1-800 customer service number on the back of the card and phone about a chargeback.

The company may not have received the phones back. Are you referring to proof of shipping or proof of receipt? EBay and PP want proof of delivery. Some cards allow proof of shipping. Not all.

Return shipping is a low priority for the postal system. It can be very slow.

Even so, 180 days is six months. You could have filed an "Item Not Recieved" dispute with eBay after 30 days. Water under the bridge.
