You have two dates in play here.

The first is the estimated delivery date.  Which can be two or three months later.

The second is the feedback window of 60 days from purchase.

If the item is not delivered by the estimated delivery date you have 30 days to open a Dispute.

A couple of points about this.

First.

Feedback is not used to assess a member's account by eBay.  It is equivalent to the supermarket cashier's "have a nice day". She may mean it, she may not, but it makes no difference to the transaction.

Second

Don't buy anything that will be take three months to arrive. At best the seller is using sloooooooow surface shipping with all the problems of damage in transit amplified. At worst, the seller ships nothing hoping that most buyers will have forgotten their low value purchase.

Third.

You can leave feedback any time, including before the item arrives. "Paid 2/21/21 Not rec'd 5/25/21 Est delivery 6/15/21" would draw attention to his shipping practice if you leave a neutral, which does not affect his rating.

Fourth

If the seller left you feedback, you can add a Response to it indefinitely."Paid 2/21/21 Rec'd 6/15/21" for example. This will show in his FB Left for Others.
