Sellers are not allowed to ask for cash payment with one exception:

Cash on Pickup is allowed . Most experienced members recommend it, as a seller protection method.

If you are picking up an item, you can inspect it before handing over your money. That is your protection.

For any other transaction, Paypal (and some other traceable payments) are the norm. In these transactions being able to show that you have paid is a first step in a dispute.

They can't force you to, unless you are going to them for a local pickup. If you are going to them for a local pickup, you may have to pay cash. Most sellers (unless they have their own store) usually won't have a debit/credit card terminal, so cash would be the only option.

If you're doing this transaction as normal, you should pay by Paypal.
