if a shipment from seller didn't received after month of buying and the buyer send negative feedback then the seller says that he'll resend the shipment again should the buyer trust him again?

Nor should the buyer trust the seller in this instance even before the feedback was left.

 

But let's go through the steps of the Resolution Process.

If you have not received your item in a timely manner , your first step is to contact the seller.

Timely, in my opinion, is

20 days from Canada or the USA

15 days from Europe

30 days from Asia.

The seller should be asked for the service used, the date of shipment and the Delivery Confirmation number.

The DC number is not really very useful, but it puts the seller on her toes..

If the seller does not make a satisfactory response (either all that information or a refund) then the next step is a Dispute.

Note that a 'replacement' is not satisfactory. This is a fairly recent scam, mostly from Asian sellers. There is no reason to believe that such an undelivered item was ever sent, or even existed, nor that any replacement will ever be sent.

You want your money back.

 

The Resolution Centre (up in the top right hand corner under Customer Service) will ask you to contact the seller.

You have already done that.

If the seller does not refund you, Paypal will and go after the seller for their money.

 

You have 60 days to leave feedback. Leaving feedback , especially negative feedback, before the transaction is actually ended, with you having either your money or your purchase, is a good way to make sure the seller will refuse to cooperate with you.

 

So,

 

Go to the resolution centre and start the dispute. You only have 45 days from the date of purchase so act now.

Okay, the next step is to contact the credit card you actually paid with (Paypal is just the mediator) phone them and ask about a  chargeback.

Have all the dates, payment amounts, transaction numbers etc handy for the customer service clerk to process your refund.
