The product I received was not as promised.

The product I received was not a promised. I opened a complaint and the seller got back to me immediately stating 'he would refund my money if I closed my complaint'. But if I close my complaint does that mean I have no other means of recourse? Then can he just ignore me?

Is this the typical method of operation within Ebay. I would expect that he would fulfil his promise and then I would remove my complaint.

Thanks for any advice offered.

You are right.

Politely thank him and tell him that you will close the complaint promptly when you see your refund in your Paypal account.

Give him until Monday evening -- because, weekend. But if he is online, it takes seconds to refund through PP.

If you don't have the refund by Monday evening, escalate to a Claim.

If he cannot prove that the item has been delivered, and does not refund, PP will, and then go after him for their money. Hard.

Oops. I should have mentioned that the seller is allowed to demand that the item be returned. The buyer would have to use Confirmation of Delivery to prove the return. And that's Delivery not shipment.

If your seller is overseas, this costs $40 or more.
