Bulk edition to CREATE SHIPPING DISCOUNTS

The above lines appear on each of my INDIVIDIAL listings but I can not find Create shipping discounts to do it in bulk.

I want to apply only one shipping cost when buyer purchases more than one postcard or envelope.

This is for international only because my domestic shipping is free.

Could someone give me direction(s) where to start?

I haven't done this but this what I would try....

You would have to first create the discount shipping rule in account -site preferences - shipping preferences

Then in selling manager select the listings that you want the policy to apply to, click on revise in bulk edit  and then on edit fields - shipping discounts international.
