Wow!!  eBay is really that desperately that they need other countries, never mind USA and Canada??  No wonder eBay is becoming worse and also "unsafe" than before.

I suppose the best response is, don't buy from Chinese sellers - just like, don't buy from U.S. sellers participating in the GPS.
