Is it ok with the rules to sell fake memorabilia on EBay?

I have noticed that some sellers do things like taking an old worthless razor knife and then laser engraves it with the name of a famous general and put it up for acution.

Or an old tin vase that he laser engraves with the name of a famous baseball player's name, so it now looks like an award.

Well worn used wallets from the 1960's can either be laser engraved with emblems and the names of famous sports people or military officers.

An old pocket watch gets a laser engraving with the name of a famous submarinre commander...

Some of these worthless junk sells for hundreds of dollars. Reporting them to eBay does nothing. It would be called fraud in most of the world, but why is it allowed on eBay?

The sheer number of items that would need to be weeded through is an impossibility with the staff that eBay has. It would bankrupt the company to eliminate every case of fraud or items like this.

Instead, eBay has the MBG so buyers can file a claim if they receive something that is not genuine and repeat offenders will get the boot.

Even if the reports lead to sellers being kicked off, there are ten more sellers eager to take the vacant space, very similar to how counterfeit currency dealers work. Shut one down, ten more pop up, a modern day Hydra if ever there was one.
