NON-Payment and NO Communications with Buyer

You can’t do a cancellation once an unoId item clam.  Once that has been open for 96 hours, you will get a note from eBay saying that you can close it.  Once you close it your eBay final value  fees will be refunded and you can relist if you want to.   You can also put the buyer on your blocked list.

I don’t know what offer you accepted for that item but as a new seller, it may be better to sell some lower cost items here first.

If you do sell that item here, make sure that you send it with signature required.

(1) Has there been any other problems with this buyer or contacts.

We are not allowed to "name and shame" other members. A mod will eventually remove the name of the member from your question.

To see problems, look not only at the customer's Feedback, but because FB for buyers is always 100% positive,  look at his FB Left for Others and any FB he may have as a seller for clues as to his disposition.

(2) Any suggestions on recourse.

You've done it. You filed an Unpaid Item Dispute.

After 96 hours you can escalate it to a Claim.

If the deadbeat has not paid, he gets a Strike. You can go to your Seller Preferences/Buyer Requirements and set an automatic Block against bids from members with Strikes.

Winning a Claim means you also get your Final Value Fees (10% of selling price and shipping fee) refunded.

(3) This is now June 15, 2020 still no contact with buyer (Rolsm-3244)

Do I start contract cancellations?

No. You have to wait 96 hours (four days -- to the minute) before you can escalate and end the Unpaid Item Dispute.

Note- in addition to the advice about not selling high value/high fraud items online as a low experience seller, I would add that you can build your own feedback which is a pretty good protection against fraud by doing some ordinary household shopping here. Try to choose sellers who leave feedback on shipment.

Not only does this protect you when you are selling against scammers who target newbies, but it gives you a better idea of how the site actually works.

Also- most Unpaid Item Disputes are from auction listings although auctions make up only about 15% of listings.  Your best bet is Fixed Price/Immediate Payment Required.
