PO Box Without a Steet Address???

I have a buyer in Sacramento, CA and their address is just a PO Box number...no street address. With this Zipcode: 95834-8763

Is this a valid address in such a large city?

Yes. PO Boxes that aren't USPS street addressing program PO boxes don't have a street address and are just PO BOX 1234 then the city and zip. Those that are under that program use the street address of the post office with a Unit number, ie 100 USPS Street #1234, City, Zip.
